All murderers are cowards to face life, reason and rationality. So the explanation of "Cowardice" of the Police Chief does not help or add anything. Better to study the "madness", "crazyness", "mental derangement", etc ...
Once you decide to commit suicide, then murdering others is easy, but it is not reasonable or rational. Because others are not responsible for your personal tragedy or my personal tragedy, much less the poor immigrant victims that were just learning English.
