Mitt Romney wanted this election as a "Referendum on the incumbent", but SCOTUS changed the game and Romney has to attack Obamacare turning the election into a choice of two approaches. Romney's "Repeal and Replace" is a Fantasy

.

From the New Republic :

The decision of the Supreme Court upholding and validating Obamacare is not good for Mitt. Because now he has to explain why this law is bad and show his new excellent and wonderful proposal ( which Mitt Romney does not have ! ). In order to "Repeal and Replace" it is necessary to get 60 Republicans in the U. S. Senate. ( A Big Fantasy ! ).

No, This Was Not The Better Outcome For Mitt

Some excerpts :

As Nate Cohn points out, the court’s upholding of the law will probably now enhance the law’s legitimacy in the eyes of some voters. And, crucially, it will now fall to Romney himself to lead the argument against Obamacare, and to the extent that he takes up this charge, it will bring into focus, as never before, just how compromised he is on this front. Yes, there would have been talk of what to do about health care had the law been thrown out, and this, too, would have brought attention to Romney’s record on the issue, and to just how bare the cupboard of reforms is that he and other Republicans are now offering as a “replacement” for the law.

But I’m not sure the bareness of that cupboard would necessarily have been so damaging to the Republicans—the party’s lack of interest in doing anything to expand health coverage is hardly a new thing; in fact, it arguably helps define the modern GOP. Odds are, Romney and the Republicans would have simply avoided the subject as best they could, beyond ridiculing Obama for the law’s rejection. But if Romney now wants to rally voters against Obama, as the “this is good for Mitt” camp says he will be able to do, he will have to talk about the subject that is so very awkward for him.

And when he does so, when he makes the case for doing away with Obamacare, and Obama in turn makes the case for keeping it ("forward, not back"), Romney will be doing, as John Dickerson notes, exactly what he didn’t want to do this election: he will be turning it into a choice between two approaches, rather than a referendum on the incumbent who couldn’t even make sure his biggest achievement passed constitutional muster. No, this is not good for Mitt.

"Two fears have hovered over American liberals since the legal case against the Affordable Care Act began wending its way through the legal system. The first was a fear that conservatives would succeed in revising what Jeffrey Rosen called (in a prescient and classic 2005 New York Times Magazine story) "The Constitution In Exile" — that it would interpret the Constitution to require right-wing economic policy. A second, and darker, fear was that five Republican-appointed justices would concoct a jury-rigged ruling in order to win a huge battle that its party had lost in Congress — that wildly partisan Bush v. Gore–style rulings would now become regular features of the political scene."

Online symposium: The Court throws Arizona a tough bone to chew

Some Excerpts :

The practical problem now is that Section 2(B) is difficult to apply in a way that does not violate someone’s rights.  The Supreme Court suggested that the law could be applied constitutionally if Arizona law enforcement officers merely contacted U.S. Immigration and Customs Enforcement (ICE) without detaining a person any longer than necessary to carry out a non-immigration-related reason for the stop, detention, or arrest.  The Court suggested, however, that Arizona police would be acting unconstitutionally if they detained a motorist at a routine traffic stop longer than necessary to write a ticket.

Once the lower court lifts the injunction, Arizona will be permitted to go ahead and try to apply that Section 2(B) of SB 1070 – but it must do so in a way that does not violate anyone’s constitutional rights.   This will require very careful training.  If Arizona state and local police apply the law in a way that violates civil rights, the law will be enjoined again by the lower court.  Furthermore, the aggrieved parties will be able to sue Arizona for damages under federal law.  Thus, although Arizona may be celebrating that the injunction against one of the four parts of its S.B. 1070 law will shortly be lifted, the only provision that is no longer enjoined is the part that is most likely to fail when it is applied. (It is also a part of the law that has no “teeth,” because it has no criminal penalties.)  Any failures to apply the law constitutionally will result in expensive civil rights lawsuits against Arizona.

Contrary to what some people have said, the Supreme Court did not exactly uphold the law; instead, it said that “[t]his opinion does not foreclose other preemption and constitutional challenges to the law as interpreted and applied after it goes into effect.”  The Court therefore merely paved the way for the lower courts to lift the injunction and allow Arizona to try to apply the law.  The Court’s opinion also contains several statements that will encourage the plaintiff’s bar to file civil rights lawsuits – it indicates, for example, that “ detaining individuals solely to verify their immigration status would raise constitutional concerns,” and that “it would disrupt the federal framework to put state officers in the position of holding aliens in custody for possible unlawful presence without federal direction and supervision.”  It appears, then, that the legal fight will now return to the lower courts.

For legal scholars, the most critical point is that the Supreme Court rejected the “mirror image” theory of preemption, which had been put forth by Kris Kobach, who was Mitt Romney’s immigration advisor during the Republican primary campaign.   The “mirror image” theory – which argues that state immigration laws are constitutional if they “mirror” federal laws – was soundly rejected by five Justices of the Supreme Court, including Chief Justice John Roberts.

A recent Latino Decisions poll showed Obama with 74 percent of the Arizona Latino vote, even better the other Southwestern states. If Obama actually received 74 percent of the Latino vote in Arizona, he would stand at 48 percent statewide, even without registering a single new voter

.
And there are many new voters to register :

The New Republic
Revisiting Arizona
By Nate Cohn

June 26, 2012

Revisiting Arizona

Some excerpts :

Over the last decade, Arizona’s burgeoning Hispanic population swelled by 46 percent and now comprises 30 percent of the state’s population. Even so, Latinos represented just 16 percent of the electorate four years ago. Concerted registration efforts will be necessary to make up lost ground and fully capitalize on demographic changes. If newfound Latino enthusiasm produces new volunteers (particularly Spanish speaking) to register voters, Obama’s recent campaign maneuvers could have a more direct impact on Latino turnout in Arizona than any other state.

How many new voters will Obama need to register before he can seriously compete for Arizona? That depends on Obama’s current share of the vote, and particularly the white vote, which made up three-quarters of the electorate in 2008. In 2004, Kerry received 41 percent of Arizonan white voters, just as he did nationally, but Obama only received 40 percent in 2008, presumably due to McCain’s presence on the ballot. Should one assume that Obama performs worse than his 40 percent share of the white vote, given the losses incurred since 2008? Or, might Obama hold his own or even do better among white voters, since even Kerry received 41 percent of the white vote?

While it might seem trite to parse the difference between 41 and 39 percent of the white vote, it has big consequences for the viability of Obama’s effort in Arizona. If the Obama campaign believed they could match Kerry’s showing among white voters, then an Obama victory might only require the Latino share of the electorate to grow by 3 or 4 percentage points—roughly the same increase as between 2004 and 2008. Further losses among white voters begin to push the limits of demographics, registration, and historic Latino political participation. If Obama was reduced to 38 percent of the white vote, it becomes difficult to get Obama beyond 48 percent of the vote without an extraordinary increase in Latino turnout of the sort often promised but never realized.

Recent Arizona polls are wildly inconsistent, making it hard to judge whether Obama is in striking distance. But the Obama campaign’s decision to deploy staff to Arizona suggests that their internal polling places Obama within range, even if they are not assured of registering the requisite number of voters. Even assuming that Obama’s operatives can meet their registration targets, it is even harder to say whether the Obama campaign would gamble on an all-out effort to secure the state, given limited resources and an uphill climb. Whether Chicago chooses to do so or not, rejuvenated Latino enthusiasm increases the odds that Obama can register the number of voters necessary to tip Chicago's calculus toward pouring millions into Arizona.

Online symposium: S.B.1070 rides off into the sunset

Some excerpts L

The Court tossed Arizona a bone by declining to strike down on its face Section 2(B), which directs state officials to investigate the immigration status of people it stops. It remains to be seen how Arizona, Alabama, and other states will respond; much additional litigation could follow.

*********************

The majority hinted that detention longer than necessary to complete the original purpose of the stop would conflict with federal law :

Detaining individuals solely to verify their immigration status would raise constitutional concerns. And it would disrupt the federal framework to put state officers in the position of holding aliens in custody for possible unlawful presence without federal direction and supervision. The program put in place by Congress does not allow state or local officers to adopt this enforcement mechanism.

*****************************

To the extent that S.B. 1070 is about message and not meaning, perhaps S.B. 1070 and its cousins in Alabama and elsewhere will fade of their own accord. These laws are costing the states huge amounts of money, and greater amounts of respect. Prosecutorial and police discretion is one place bad laws go to die.

But if not – if there is aggressive enforcement – then litigation over these laws as applied is likely to become a staple of federal and state courts for some time to come.

No observer – whether a defender or a critic of state immigration enforcement efforts like SB 1070 – thinks that battles over state efforts to shape immigration policy is the best institutional path to immigration reform. Although S.B.1070 has been eviscerated, its drafters and enactors still scored a major social victory by putting the issue in the forefront of public debate.

The Obama administration’s new mini-DREAM prosecution policy – a modest counterweight to its aggressive enforcement of immigration laws to this point – is a reminder both of the centrality of executive policy to immigration law and to the ultimate need for Congressional action.

Ultimately, as was true regularly throughout the last century, it will be a sensible and bipartisan Congress that realizes that the rule of law in this area (and others) includes rather than abhors both individual discretion and occasional systematic grace.

The Court’s opinion in Arizona v. United States is mostly a victory for S.B. 1070’s opponents
By Professor of Law Peter Spiro ( Specialist in Immigration ), Temple University.

Online symposium: Supreme Court (mostly) guts S.B. 1070

Some excerpts :

This is a nominally split decision, but the Court’s opinion in Arizona v. United States is mostly a victory for S.B. 1070’s opponents.  Although the Court upheld the “check your papers” provision, it struck down three others that would have had much greater impact on the ground. Justice Kennedy’s opinion validates broad federal authority over immigration, allowing only marginal participation on the part of states. The decision will take a lot of wind out of restrictionist sails at the state level.

**************************

But Section 2(B) lacks teeth: it may require state law enforcement to make immigration status determinations, but there isn’t much that the state can do with determinations once made.  The state can pass the information along to federal immigration authorities, who are then free to do nothing. In other words, Section 2(B) won’t result in anybody being deported. Justice Kennedy was, moreover, careful to keep the door open to subsequent challenges of Section 2(B) to the extent that it’s applied in an unreasonable fashion – if it were used, for instance, to justify prolonged detentions. By implementing Section 2(B), the state will buy itself little more than another round in court as immigrant advocates inevitably press civil rights challenges on an “as applied” basis.

********************

The decision will cramp restrictionist efforts in state capitals, on top of growing headwinds from business constituencies. Washington presents other sorts of obstacles, of course. Perhaps this is the worst of both worlds for S.B. 1070’s proponents: no clear defeat to use as a rallying call with Congress, no clear victory to secure broad laws in other states.

This is the result of the stress of being forced by brutal families and friends into missions that they despise and hate.

Mitt Romney didn't kill himself and didn't become paralyzed by stress and shame of preaching nonsense. He already had powerful neurons connected to "The Bully", "The Brutal Barber", "The Fake Cop", at age 18 when he was in his "hijinks" and "Children's Pranks" the neurons are all already connected and the personality is formed.

I think that Mitt Romney has powerful neurons to lie and to be a big hypocrite and cynic. These areas of the brain connect very easily to "The Bully".

Mitt learned, probably very early, to lie, to obscure things, to be unclear, to muddy things with falsehoods.

Being a Mormon is not an accident, because Joseph Smith was a great thief, liar, Con Man, a swindler. And few people have these great talents. You need to develop your brain to lie with a straight face.

The next presidents of the Mormon Church, from Brigham Young to our days have been great masters of lies. They even deny their doctrine consecrated in their holy scriptures in order to advance in Politics, Business and Money. They have done that and do it today and every day.

For Mitt to lie is like to breath, something very natural and a great talent. He has a special brain with a big area for the production of Lies, Cynicism, Hypocrisy, etc .... These areas control his facial muscles and eyes and he can defeat all Lie Detectors in the World.

Mitt can laugh at all body language experts that look at his face, arms, hands and demeanor. He can lie with a perfect countenance.

According to the Census and many studies these demographies are very young, younger than the "natives", and according to extensive knowledge common to Europe and many other countries, Immigrants are self-selected for good health and probably other good characteristics.

Then we get the "Immigrant Paradox" common to Europe and other places : Immigrants enjoy better health than the "natives".

And according to many marketing reports, these Latino Children and Youngsters and probably other young immigrants show a stunning dedication to the Internet and other technologies like Cable TV. And they may be more infected by consumerism than the "natives".

According to these marketing agencies this millennial Latino demography will be soon more technologically addict than the "natives". Probably true for other nationalities or ethnics.

Now, you can watch "The Simpsons" cartoon in English, Spanish and probably other languages in many cities and towns in the U. S., Latin America and elsewhere. Just press a button and you change language. And the same for thousands of other movies, documentaries and programs, and you can do it today, not in the future but today at this hour.

Then it is easy to conclude that these millennial immigrants soon will master English faster and better than other generations of immigrants in the past. And they won't forget or despise the language of their ancestors as in the past.

It is easy to see that if you are bilingual or trilingual you have a cultural and commercial advantage. For example you can easily be a salesman, diplomat or traveler to other countries.

So why would you abandon "The language of the Ghetto" as Newt Gingrich calls it, if that language gives you job opportunities and you can easily improve it by just watching Cable TV, just press a button.

Remember that this new Cable TV offers one thousand programs if not more. So it is a great complement to K-12 : Elementary School and High School.

Add the Internet, Cell Phones and Tablets and you get a picture of how these "People of the Ghetto" can adapt to English or other language of their ancestors in the modern Tech World.

Think of the millions of videos in hundreds of different languages that you can watch in YouTube.com

And President Obama has shown Courage and Heart.  President Obama is displaying Bravery, Valor, Audacity and Boldness in his Obama Immigration Policy.

Philadelphia Nativist Riots
From Wikipedia, the free encyclopedia
The July 7, 1844, riot in Southwark

The Philadelphia Nativist Riots (also known as the Philadelphia Prayer Riots, the Bible Riots and the Native American Riots) were a series of riots that took place between May 6 and 8 and July 6 and 7, 1844, in Philadelphia, Pennsylvania, United States, and the adjacent districts of Kensington and Southwark. The riots were a result of rising anti-Catholic sentiment at the growing population of Irish Catholic immigrants.

In the months prior to the riots, nativist groups had been spreading a rumor that Catholics were trying to remove the Bible from public schools. A nativist rally in Kensington erupted in violence on May 6 and started a deadly riot that would result in the destruction of two Catholic churches and numerous other buildings. Riots erupted again in July, after it was discovered that St. Philip Neri's Catholic Church in Southwark had armed itself for protection. Fierce fighting broke out between the nativists and the soldiers sent to protect the church, resulting in numerous deaths and injuries.

Nationally, the riots helped fuel criticism of the nativist movement, despite denials from nativist groups of responsibility. The riots also made the deficiencies in law enforcement in Philadelphia and the surrounding districts readily apparent, influencing various reforms in local police departments and the eventual consolidation of the city in 1854.

Background
Bishop Francis Kenrick

As Philadelphia became industrialized, immigrants from England, Ireland, and Germany settled in the city and the surrounding districts. Once it began, the potato famine increased immigration from Ireland, although this largely occurred after the Philadelphia riots. In the areas the immigrants settled, tensions that resulted from religious, economic and cultural differences grew between residents. The majority of immigrants coming to Philadelphia were Catholic.[1] Alarmed by the rising Catholic population, Protestant Irish and native-born Americans started organizing anti-Catholic and nativist groups. The groups, many of which were established in the early 1840s, distributed anti-Catholic literature or published anti-Catholic newspapers.[2]

During the 1840s, students in Philadelphia schools began the day with reading the Protestant version of the Bible. On November 10, 1842, Philadelphia's Roman Catholic Bishop, Francis Kenrick, wrote a letter to the Board of Controllers of public schools, asking that Catholic children be allowed to read the Douai version of the Bible, used by Roman Catholics. He also asked that they be excused from other religious teaching while at school.[3][4] As a result, the Board of Controllers ordered that no child should be forced to participate in religious activities and stated that children were allowed whichever version of the Bible their parents wished.[5]

Approximately one year later, a rumor was circulated that Hugh Clark, a Kensington school director who was Catholic, was visiting a girls school, where he demanded that the principal stop Bible reading in school. The story also claimed that the principal refused and that she would rather lose her job. Hugh Clark denied this version of events and claimed that after finding out several students had left a Bible reading to read a different version of the Bible, he commented that if reading the Bible caused this kind of confusion, that it would be better if it was not read. Anti-Catholics used the story to spur anti-Catholic sentiments by claiming that Catholics, with direct influence from the Pope, were trying to remove the Bible from schools.[5][6] Anti-Catholic and nativist groups further inflamed hostile feelings towards Catholics by twisting Bishop Kenrick's requests to the Board of Controllers into an attack against the Bible.[3][4]
May riot

On May 3, 1844, the American Republican Party, a Protestant nativist group, held a meeting in a predominantly Irish part of the Kensington District, then a suburb of Philadelphia. A group of Irish residents attacked the platform where the speakers were standing, and the nativists retreated.[4] On May 6, the nativists returned in much greater numbers. During the rally, it began to rain, and the meeting was moved into a nearby market. The inflammatory remarks continued inside the market, where fighting broke out between the local Irish Catholics and the nativists. The fighting spilled outside the market, where the nativists were shot at by people in the windows of nearby buildings; one or two of the nativists were killed. The mob of nativists attacked the Seminary of the Sisters of Charity and several Catholic homes before the riot was over. Numerous people were injured, and two more nativists were killed.[7][8]

The district constable was powerless to stop the violence. In the 1840s, most suburban districts of Philadelphia were policed by elected constables and part-time watchmen. When violence erupted in a district, the time-consuming process involved the constable summoning the county sheriff, who would organize a posse.[1] During the May 6 violence, the posse arrived armed only with clubs and was powerless to do anything.[8]
St. Augustine's Church on fire

On May 7, the nativist groups denounced the Catholics and called on Americans to defend themselves from "the bloody hand of the Pope."[8] A mob marched to Kensington, where gunfire broke out between the nativists and Catholic residents. During the riot, the nativist mob set fire to and destroyed the Hibernia fire station, thirty homes and the market where the violence started the day before. The violence did not end until the local militia, commanded by General George Cadwalader, arrived and dispersed the crowd. Bishop Francis Kenrick quickly issued a statement that instructed all Catholics to avoid violence and confrontations.[7]

After a brief lull, the violence continued on May 8. The nativists came back to Kensington and burned down St. Michael's Catholic Church and rectory at Second and Jefferson Streets, the Seminary of the Sisters of Charity, which had been attacked a few days before, and several homes before soldiers arrived and the fire was contained. While the riot was being contained in Kensington, another nativist mob had gathered within the borders of Philadelphia itself. They gathered at St. Augustine's Catholic Church, located on Fourth Street between Vine and New Streets. The city troop was stationed by the church, and Mayor John Morin Scott pleaded for calm. The rioters threw stones at the mayor, ignored the troops and burned down the church, cheering when the steeple fell. A nearby school with a collection of rare books was also set aflame.[8][9] The rioters did not attack an unfinished German Catholic church under construction.[10] During the riots, at least fourteen were killed, an estimated fifty people were injured, two hundred fled their homes, and damage totaled $150,000.[4][10][11] This is equivalent to $3.74 million in present-day terms.[12]

In the days afterward, Mayor Scott set up a force to protect Catholic churches, and Bishop Kenrick ordered all churches to be closed the following Sunday to avoid any provocation and possible violence. Valuables were removed from the churches and hidden in homes for safekeeping. Bishop Kenrick asked Catholics to offer no resistance and urged them to wait for the law to deal with the rioters. However, in its June 18 report, a grand jury blamed an imperfect response by law enforcement and the Irish Catholics for the riots, stating that the outbreak of violence was due to "the efforts of a portion of the community to exclude the Bible from the public schools" and the disruption of legitimate meetings by immigrants.[11][13] Nativists said they were only responding to being attacked and were justified in their actions but were not responsible for the riots after May 6. The American Republican Party issued a statement blaming Mayor Scott, the sheriff, and the civil authorities for the riots.[14]
July riot
Governor David R. Porter allowed St. Philip Neri's church to create an arsenal.

On July 3, Father John Patrick Dunn of the Church of St. Philip Neri in the Southwark District was warned in advance of a planned parade by the Native American Party that the church might be attacked. The Native American Party, a nativist political party similar to the American Republican Party, planned to hold a large parade the next day on Independence Day.

To prepare in the case of violence, the church applied for an arsenal that a volunteer company would use in case the church was attacked. Pennsylvania Governor David R. Porter authorized the formation of a company and the procurement of twenty-five muskets from the Frankford Arsenal. Major General Robert Patterson, commander of the Pennsylvania militia, put the troops on alert in case of violence.[11]

Five of the muskets placed in St. Philip Neri's Church were discovered to be defective and were sent back to the Frankford Arsenal to be repaired. There was no violence before or during the parade, but on July 5, a nativist mob numbering in the thousands gathered at the church after a few local nativists saw the five defective muskets being returned to the church. The nativists demanded that the sheriff remove the weapons, while Father Dunn and volunteers rallied to protect the church. The sheriff and two aldermen searched the church and removed twelve muskets. After leaving the church, the sheriff urged the crowd to disperse and left a volunteer posse to guard the church. The mob remained, and a man who was injured in the May riots made a speech to the crowd, calling for a second search of the church. The sheriff, an alderman, and seventeen nativists went inside the church and found three armed men, fifty-three muskets, ten pistols, a keg of gunpowder and ammunition. To avoid inciting the mob, the sheriff decided not to remove the armaments, and the search party stayed in the church. Just after midnight, July 6, Major General Patterson ordered a company of city guards to clear the streets. After the crowd dispersed, the arms found within the church were removed.[11][15]
Major General Robert Patterson

By midday, the crowds returned around St. Philip Neri's Church. General George Cadwalader ordered the crowds to disperse, but they did not. By the evening, the sheriff had arrived with a 150-strong posse. Throughout the evening, the military presence grew, and three cannons were stationed on the streets. The soldiers cleared the streets near the church, despite being pelted with rocks by the mob. In response to the rock throwers, General Cadwalader ordered a cannon to be fired at the crowd on Third Street. A man named Charles Naylor begged the general not to fire, and he and several others were arrested and held within the church. By the morning of July 7, most of the soldiers had left, but the crowds returned, being led by an alderman and the sheriff, and demanded that the remaining guard release Naylor. Everyone except Naylor was released. The crowds grew, and a cannon was brought from a nearby wharf and used to threaten the church. After further negotiations, Naylor was released and carried home to cheers on people's shoulders.[11]

After Naylor was brought home, the mob attacked the church, damaging a wall with the cannon. A second cannon was brought from the wharfs and fired at the church, after which the mob pelted the building with rocks and broke in through a side door. The soldiers fired on the men breaking into the church, who promptly retreated. After retreating, the nativists negotiated with the guard, who agreed to withdraw, allowing the nativists to guard the church. Responding to being pelted with rocks as they left, some soldiers fired back on the crowd, which only incited the mob further. The mob forced its way into the church, causing extensive damage to the interior. After about an hour, a group of twenty men organized themselves to guard St. Philip Neri's, and the mob left the church.[11]

By the evening, a large number of soldiers arrived with orders to clear the streets, only to be stoned in the process. After a captain was attacked, the order was given to fire on the mob, which resulted in seven people being killed and nine people being wounded. Not long after, people with muskets and cannons arrived, and fierce fighting broke out between the soldiers and the mob. The fighting lasted for several hours, with the soldiers being fired upon from alleyways and the windows of nearby buildings. The soldiers brought in two cannons of their own and fired on the mob; the mob returned fire using their own cannons, armed with items such as nails, chains, knives and broken bottles. In an attempt to capture the mob's cannons, soldiers charged one cannon's position, only to be knocked off their horses by a rope tied across the street. The cannons were all eventually captured, and by early morning on July 8, the fighting had ended.[11][16][17]

At least fifteen people, including both rioters and soldiers, were killed in the riot, and at least fifty people were injured.[4][11] Under Governor Porter's orders, state troops continued to arrive in the city in the days afterwards, but there was no further violence.[16] An estimated 5,000 militia were used to stop violence.[4] Troops began to withdraw from the city on July 10, and the church took over responsibility from the district of Southwark of protecting the church on July 11. As with the May riots, a grand jury blamed the Irish Catholics for the riots, but supported the military's response to the violence.[11]
Aftermath

The riots had gained national attention and condemnation. The riots were used as an issue in the 1844 U.S. Presidential election, the Democratic Party condemning the growing Native American Party and the Whig Party, which the Democrats accused of being involved in the nativist movement.[18] In Philadelphia, the Native American Party ended up making a strong showing in the city's October election.[19] In New York City, there were fears nativists would target New York City's Catholic churches. Archbishop John Hughes organized defenders for the churches and told the mayor that if any churches were burned, "New York would be another Moscow."[8][20]

On July 11, 1844, Philadelphia passed an ordinance that gave the city a battalion of artillery, a regiment of infantry and at least one full troop of cavalry for the purpose of providing the preservation of peace within the city when necessary. The difficulty of quelling the riots and other crime led to the Pennsylvania General Assembly to pass an 1845 act that required Philadelphia, the township of Moyamensing and the unincorporated districts of Spring Garden, Northern Liberties, and Penn to maintain a police force of one man per 150 taxable inhabitants. In 1850, another act was passed that established that the Philadelphia police force would police the city and seven surrounding districts. The inability to maintain order effectively in Philadelphia's suburbs would be an important argument for the consolidation of the city in 1854.[19]

After the riots, Bishop Kenrick ended his efforts to influence the public education system and began encouraging the creation of Catholic schools, with 17 being founded by 1860.[11][21] The friars of the Church of St. Augustine sued the city of Philadelphia for not providing the church with adequate protection, claiming $80,000 in damages. The city argued that the friars could not claim their civil rights were violated, as the Order of St. Augustine was a foreign organization under the Pope. Furthermore, the city argued that the friars took a vow of poverty and could not be property owners. The Augustinians ended up proving the Order was incorporated in 1804 and was awarded $45,000. The church was rebuilt in 1848.[22]

Anti-Italianism
From Wikipedia, the free encyclopedia

http://en.wikipedia.org/wiki/Anti-Italianism

In the United States, Italian immigrants were frequently subjected to extreme prejudice, racism and, in some cases, violence. During the late 19th and early 20th centuries, Italian immigrants were often seen as ignorant uneducatable peasants. Italians were actively recruited to come to the United States after the American Civil War to work mainly in agriculture and as laborers. Most soon found themselves the victims of prejudice, economic exploitation and sometimes violence. Italian stereotypes abounded during this period as a means of justifying this maltreatment of the immigrants. Later waves of Italian immigrants inherited these same virulent forms of discrimination and stereotyping which, by then, had become ingrained in the American consciousness.[6]

One of the largest mass lynchings in American history involved eleven Italians in the city of New Orleans in 1891.[7] Nine Italians, who were thought to have assassinated police chief David Hennessy, were arrested, tried, and acquitted. Subsequent to the trial, they were dragged from the jail and lynched by a mob that had stormed the jailhouse, together with two other Italians who were being held in the jail at the time on unrelated charges.[8] Afterwards, hundreds of Italian immigrants, most of whom were not criminals, were arrested by the police.[9][10]

In 1899, in Tallulah, Louisiana five Italian Americans were lynched because they had given equal status in their shops to blacks. A vigilante mob hanged three shopkeepers, and two bystanders who were Italian Americans.[11]

In 1920 two Italian immigrants, Sacco and Vanzetti, were tried for robbery and murder. Many historians agree that Sacco and Vanzetti were subjected to a mishandled trial, and the judge, jury, and prosecution were biased toward them because of their anarchistic political views and Italian immigrant status. Despite world-wide protests, Sacco and Vanzetti were eventually executed.[12]

Will Obama’s New Immigration Policy Help in November?

Some excerpts :

This places Romney in a dangerous position. The Romney campaign recognizes the danger of losing an outsized share of the Latino vote, and there was already chatter about a Rubio-led GOP version of the DREAM act. Obama’s new policy has preempted such a move, and Romney now faces the delicate task of appeasing conservatives while avoiding alienating the Latino vote. Romney’s criticism might focus on Obama’s decision to exercise executive authority, rather than pass a bill through Congress—but voters are uninterested in process and Latinos will likely interpret opposition as opposition.

The next few weeks represent one of Obama’s best opportunities to consolidate the Latino vote. Even if Romney emerges unscathed from today’s news, the Supreme Court’s upcoming decision on Arizona’s controversial immigration law might again place him on the defensive. The timing of today’s move allows Obama to ameliorate Latino concerns about his commitment to immigration reform before the Court rules on the divisive Arizona law, which Romney depicted as a potential “model for the nation.”

If Romney loses the election despite a historic performance among white voters, the Latino vote could be considered the decisive factor. Bush won 40 percent of Hispanic voters in 2004; if Romney was doing that well today among Hispanics, his standing could be as much as a net-2 percentage points better nationally. Since Obama’s historic candidacy dooms Republicans to only the smallest sliver of the African American vote, Latinos will stand out as the group that could have provided Romney the presidency, if only Republicans had managed modest gains in an extremely favorable political and economic climate.

I agree with the lady that says in Spanish in this video that this is not so easy to stop, even if Mitt Romney is elected president. I think that the probabilities and possibilities are against Romney. More than the Swing States bets and Swing States Polls, I thing that there are other powerful reasons why Obama will be elected and Mitt Romney will fail.

Mitt Romney is the most Racist Presidential Candidate since Barry Goldwater in 1964.

Trying to stop a locomotive with your bare hands is not very wise, and commanding the tides to stop bathing the beaches may be useless.

First Hispanic Democratic Chair tackles misconceptions :

Published on Jun 11, 2012 by kgbt4tv

Brownsville Attorney Gilberto Hinojosa has held important positions in the Rio Grande Valley.

He's served as Cameron County Judge and most recently Cameron County Democratic Party Chair.

Now, after months of campaigning through more than 75 counties throughout Texas, Hinojosa is the State Democratic Party Chair.

He's the first Hispanic to be elected to the post.

The state chair said one of his first goals is to change the misconceptions about democrats.

"What they've tried to do is tried to represent us as being a party that's anti-gun, anti-God and pro-gay, as opposed to what we really are," Hinojosa said.

He said the democratic party represents the average family, and is pushing for more, not less, funds in public education and health care. He said the democratic party can only accomplish these goals with the support of voters, Hispanics included.

"The biggest inheritance you can leave your children is a good education," Hinojosa said. "(When) public education funds are getting cut by $5 billion, the largest cut in U.S. history...then families need to understand that the failure to participate in the electoral process is affecting this inheritance."

There are several challenges the democratic party faces, according to Hinojosa, who claims the republican party is making things even more difficult for voters to make their voice count, noting things like the recent redistricting plans which he calls discriminatory.

"Clearly there is an effort to make it more difficult for people to vote," Hinojosa said. "The irony is the people they are preventing from voting, are the same people whose sons and daughters are fighting for our freedom in Afghanistan today."

DHS: Some young illegal immigrants can stay

Some excerpts :

In a major immigration policy shift, the Obama administration said Friday that it will halt deportations of younger illegal immigrants who came to the United States as children and have no criminal records, and will grant them work permits.

“Our nation’s immigration laws must be enforced in a firm and sensible manner,” Secretary of Homeland Security Janet Napolitano said in a statement. “But they are not designed to be blindly enforced without consideration given to the individual circumstances of each case. Nor are they designed to remove productive young people to countries where they may not have lived or even speak the language. Discretion, which is used in so many other areas, is especially justified here.”

The exemption, which bypasses Congress, will apply to those under 30 who were brought to the country before the age of 16 and considered to present no risk to national security or public safety. They must have lived in the U.S. for at least five years and have a clean criminal record. To be eligible, the individual must also currently be in school, have graduated from high school, or were honorably discharged from the Coast Guard or Armed Forces.

These hypocrite and cynic leadership of the Mormon Church even reach the point of denying their own doctrine in their sacred scriptures with the purpose of gaining political and economic power.

By the way, the Mormon Church has evolved as a business that would put the Vatican to shame. At least I acknowledge that many Catholic Bishops and Cardinals believe in their faith and try to do some good, but I strongly doubt of the Mormon Bishops like Mitt Romney.

Mitt has given many proofs of being a narcissist, selfish, egoist, egotist, self-adorer, self-centered, arrogant bully.

They bully actions of Mitt show he despises the other human beings that he considers as inferior.

Mitt is egolater in egolatry, the idolatry of self, the idolatry of his own blown and inflated ego. Shameful self-adoration of someone that expects to be a God with his own planet ( Mormon foolish theology ).

"Vote for me because I am very rich and powerful, and I know everything about creating jobs, since I fired so many people and enjoy kicking people out of their jobs."

Have I forgotten to tell you that Mormonism has been historically super racist against Blacks, Asians, Latinos, Native American Indians, etc .... ??

Racism is written in their most sacred scriptures revealed by God to "Prophet" Joseph Smith and "Prophet" Brigham Young, but they deny it because they are master liars.

No wonder that Mitt is also a Racist in bed with some of the worst racists - No wonder that Mitt Romney learned to be a pathological Liar and Bully.

And the most importance Allegiance and Loyalty of Mitt Romney is to the "Prophet" in Salt Lake City of this degrading CULT, not to the Constitution or to the USA.

"Trickle Down Economics is the rich pissing on the poor." - "If you feed the horse enough oats, some will pass through to the road for the sparrows." - This was a theory of the 1890s to favor the rich. - Economic History

.

From Wikipedia :

David Stockman, who as Reagan's budget director championed these cuts at first but then became skeptical of them, told journalist William Greider that the term "supply-side economics" was used to promote a trickle-down idea.

"It's kind of hard to sell 'trickle down,' so the supply-side formula was the only way to get a tax policy that was really 'trickle down.' Supply-side is 'trickle-down' theory."

*****************

The economist John Kenneth Galbraith noted that "trickle-down economics" had been tried before in the United States in the 1890s under the name "horse and sparrow theory." He wrote, "Mr. David Stockman has said that supply-side economics was merely a cover for the trickle-down approach to economic policy—what an older and less elegant generation called the horse-and-sparrow theory: 'If you feed the horse enough oats, some will pass through to the road for the sparrows.'" Galbraith claimed that the horse and sparrow theory was partly to blame for the Panic of 1896. In 1896, Democratic Presidential candidate William Jennings Bryan made reference to trickle-down theory in his famous "Cross of Gold" speech:

"There are two ideas of government. There are those who believe that if you just legislate to make the well-to-do prosperous, that their prosperity will leak through on those below. The Democratic idea has been that if you legislate to make the masses prosperous their prosperity will find its way up and through every class that rests upon it."

***************

After leaving the Presidency, Lyndon B. Johnson, a Democrat, alleged, "Republicans [...] simply don't know how to manage the economy. They're so busy operating the trickle-down theory, giving the richest corporations the biggest break, that the whole thing goes to hell in a handbasket."

Henry of Huntingdon, the 12th-century chronicler, tells how Cnut set his throne by the sea shore and commanded the tide to halt and not wet his feet and robes. Yet "continuing to rise as usual [the tide] dashed over his feet and legs without respect to his royal person.

Some excerpts :

Then the king leapt backwards, saying: 'Let all men know how empty and worthless is the power of kings, for there is none worthy of the name, but He whom heaven, earth, and sea obey by eternal laws.' He then hung his gold crown on a crucifix, and never wore it again "to the honour of God the almighty King". This incident is usually misrepresented by popular commentators and politicians as an example of Cnut's arrogance.

This story may be apocryphal. While the contemporary Encomium Emmae has no mention of it, it would seem that so pious a dedication might have been recorded there, since the same source gives an "eye-witness account of his lavish gifts to the monasteries and poor of St Omer when on the way to Rome, and of the tears and breast-beating which accompanied them".[54] Goscelin, writing later in the 11th century, instead has Cnut place his crown on a crucifix at Winchester one Easter, with no mention of the sea, and "with the explanation that the king of kings was more worthy of it than he".

Nevertheless, there may be a "basis of fact, in a planned act of piety" behind this story, and Henry of Huntingdon cites it as an example of the king's "nobleness and greatness of mind."[95] Later historians repeated the story, most of them adjusting it to have Cnut more clearly aware that the tides would not obey him, and staging the scene to rebuke the flattery of his courtiers; and there are earlier Celtic parallels in stories of men who commanded the tides, namely Saint Illtud, Maelgwn, king of Gwynedd, and Tuirbe, of Tuirbe's Strand, in Brittany.

The encounter with the waves is said to have taken place at Thorn-eye (Thorn Island), or Southampton in Hampshire. There were and are numerous islands so named, including at Westminster and Bosham in West Sussex, both places closely associated with Cnut. According to the House of Commons Information Office,[98] Cnut set up a Royal palace during his reign on Thorney Island (later to become known as Westminster) as the area was sufficiently far away from the busy settlement to the east known as London. It is believed that, on this site, Cnut tried to command the tide of the river to prove to his courtiers that they were fools to think that he could command the waves.[99] Conflictingly, a sign on Southampton city centre's Canute Road reads, "Near this spot AD 1028 Canute reproved his courtiers".
